I have known Mr. Xuefeng Bai for over three years through working together for both 3M and the A3CTION ERN group.
During his over 22-year career within 3M, Xuefeng has taken on many important technical & management roles with increasing responsibilities. His journey is filled with achievements and milestones that have helped shape the business’ successes over the years.
Xuefeng joined 3M Cogent, a biometrics identification company, as a senior backend/server-side developer in 2001. Through his hard work and dedication, he quickly rose through the ranks. His most notable achievements at 3M Cogent were his contributions to the development of the flagship products: AFIS and Livescan devices. As one of the primary architects, he helped his team successfully design and implement the US-VISIT program using biometric technology to verify the identity of visitors and immigrants entering the U.S. As the head of IT, he created and implemented the IT policies and procedures for the SOX requirements that were critical to 3M Cogent’s successful IPO in 2004.
As the Director of Project Management and Customer Support, he oversaw Cogent’s worldwide customer organization and provided technical services to over 200 customers, delivering multiple complex high-profile projects, such as Algerian Ministry of Interior and Local Authorities (MICL), Directorate General of National Security (DGSN), and Command of National Gendarmerie (CGN) AFISes, Syrian Refugee Camp Project in Turkey, Spanish Ministry of Interior and General Directorate of the Police and Civil Guard APFIS, Hong Kong Police Force AFIS, Department of Homeland Security (DHS) US-VISIT Program, Commission of European Communities (EURODAC).
As the Global Manager of Project Management, Delivery & Support in 3M Traffic Safety and Security Division (TSSD), he was a key member of the Operating Committee, which stood up a 400+ people global organization responsible for ~$500 Million/year business.
As the Global R&D Operations Director of 3M Health Information System (HIS), he is responsible for the R&D organization (1000+ people globally) delivering over $1 Billion revenues annually. He has been leading teams of developers and engineers to create cutting-edge software solutions to help the healthcare industry reduce waste in revenue cycle management, save time for physicians to care for patients, and deliver value-based care. Another key contribution is to systematically improve the security posture and compliance in Amazon Web Service (AWS) and optimize the Cloud operations which saves millions of dollars every year.
In addition to his technical expertise, Xuefeng is also known for his exceptional leadership skills. He has a knack for motivating and inspiring team members to achieve their goals. With his Chinese culture background, he focuses on collaboration, teamwork and innovation. Through his guidance and mentoring, many people have advanced their careers.
Xuefeng also actively gives back to the communities. He served as a board member of the Salvation Army Twin Cities and volunteered numerous hours. In 2019, he was elected as the vice Chair for the board of Chinese American Association of Minnesota (CAAM) after serving as a board member for CAAM Chinese Dance Theater and devoted a tremendous amount of time organizing cultural events, solving problems for the community, helping raise funds for the non-profit organizations, and promoting Asian culture and heritage.
Through his hard work, dedication, innovation, and leadership, Xuefeng has demonstrated what can be achieved as an Asian immigrant. He is a great role model for the Asian community.
